return with criteria for an interagency agreement.
Nipomo CSD and Santa Maria Waterline Intertie Project: The Nipomo Community Services District (NCSD) desires to construct a waterline intertie project, to the City of Santa Maria, in cooperation with private water companies including the Woodlands Mutual Water Company, the Golden State Water Company and the Rural Water Company. While the NCSD has power to create an assessment district to finance their portion of the project, the private water companies do not. The private water companies and the NCSD are requesting the assistance of the County and are proposing to utilize an interagency infrastructure financing mechanism to fund the construction of the waterline intertie project. It is recommended that your Honorable Board direct staff to return with criteria for an interagency agreement.
09/01/09 NCSD letter indicating there is no PUC approval of Golden State Water Companies approval of the JPA agreement or the "share"
08/30/09 NCSD letter with Woodlands agreement to participate in the WIP, but indicating there is no agreement with Golden State Water Company, or Rural Water Company to participate.
08/26/09 NCSD letter to Katcho requesting San Luis Obispo County enter into a JPA.
08/21/09 NCSD letter on development fees collected so far.
08/12/09 NCSD letter indicating no agreement has yet been made with Santa Maria to supply water fro the WIP project.
06/24/09 NCSD Letter to Katcho & San Luis Obispo County Debt advisory committee requesting support for JPA.
02/04/09 NCSD letter indicating failure to comply timely to LAFCO requirements. to provide Supplemental water.
